St Philip West
Kay McConney’s leadership journey is grounded in discipline, service, and global experience, shaped by strong community roots in St Philip. From an early age, she represented Barbados internationally as a cultural ambassador in the performing arts, developing a lifelong commitment to national representation.
A national gold and silver medal winning hurdler, she later served Barbados on the international stage as a diplomat and negotiator at the United Nations and the World Trade Organisation. Her parliamentary service began in the Upper House, where she served as a Senator for three and a half years, before being elected Member of Parliament for St Philip West in January 2022.
In Cabinet, Kay McConney has led three ministries. As Minister of Innovation, Science and Smart Technology, she introduced Barbados’ first Data Protection Act, established the national Digitization Centre, advanced the digital ID framework, and improved public services such as the Police Certificate of Character. As Minister of Education, she led the full return to face to face learning, introduced the Construction Gateway Training Programme, established the School Assistants initiative, launched the Summer Nutrition Programme, and led national consultations that informed the Education Transformation blueprint. She has also served as Minister of Economic Affairs and Investment.
As MP, her constituency work focuses on home ownership support, disaster recovery assistance, literacy programmes for children ages five to eleven, adult scholarships, job readiness and placement, water advocacy, and improvements to roads, lighting, drainage, and community spaces. Her leadership is steady, inclusive, and rooted in opportunity for all.
